Complaints against higher education institutions

The Swedish Higher Education Authority (UKÄ) supervises higher education institutions with a focus on students' rights. If you believe that a higher education institution has violated any law or regulation in the higher education sector, you can file a complaint with us.

What you must do before you file a complaint

Before filing a complaint, you must first exhaust all possibilities of resolving the problem with the higher education institution. First, discuss the problem with your teacher. If that does not help you can, for example, contact the teacher who is responsible for the course or programme. If this does not resolve the problem, you should then contact the head of department or the equivalent manager. If the problem is still not resolved, you should contact the vice chancellor. If you have not attempted to resolve your issue by taking these steps before filing a complaint, UKÄ will not investigate your report.

If you are a student, you can contact the student union for advice or support. Some higher education institutions also have a student ombudsman who can assist students with legal issues.

UKÄ is not obliged to investigate every report. We investigate complaints at our discretion.

  • We do not investigate anonymous reports
  • We do not investigate events which took place more than two years ago
  • We cannot change your grades or comment on a teacher’s assessment of your academic performance
  • We do not investigate issues which are the responsibility of other authorities, e.g. damages, labour law and discrimination
  • If we decide not to investigate your complaint, you will receive a written notification specifying the reasons for our decision.

UKÄ's supervision of independent education providers is limited, as most of the legislation applicable to government run higher education institutions does not apply to independent providers.

If you are studying at an independent higher education provider and you are dissatisfied with how a particular issue has been dealt with, you should first try to resolve the problem with the education provider in question. Some independent higher education providers may have their own disciplinary boards, appeals boards, student ombudsmen etc.

You can file a complaint with UKÄ, but our capacity to investigate it is limited due to the fact that most laws and regulations applicable to government run higher education institutions do not apply to independent providers. Before filing a complaint, you must first exhaust all possibilities of resolving the problem with the higher education institution, please see above under the heading “What you must do before you file a complaint”.

  1. Report received
    When we receive your report, it is registered in our case management system and assigned a registration number. One of our legal advisors will be assigned to the case. You will also receive an email with the case number and confirmation that we have received your report.
  2. Investigation consideration
    In the first stage of processing your complaint, we assess your report and determine if it merits further investigation. UKÄ investigates reports claiming that higher education institutions are not compliant with the laws and regulations governing the higher education sector. However, we usually don’t investigate a report if the issue described in it falls under the area of responsibility of another authority.
  3. If we determine that your complaint is covered by UKÄ’s supervision, we will also check that you have exhausted all possibilities of resolving the issue through dialogue with the higher education institution. If you have not done so, UKÄ will dismiss your complaint without further action. In that case, you will receive written notification of the decision.
  4. If your report is investigated
    If we investigate your report, we will ask the higher education institution to submit a statement. When we have received the statement, we will give you the opportunity to comment on it.
  5. UKÄ makes a decision
    UKÄ concludes all investigated cases with a decision. In the decision, we may criticise the higher education institution if it has contravened any laws or regulations. As a result of this, we expect the institution to take necessary measures to rectify the shortcomings. In some cases, we also follow up to determine whether the institution has corrected the root causes of the criticism.
  6. Processing time
    If we decide to investigate your report, our goal is to conclude the case within five months. However, the processing time depends, among other things, on the scope and complexity of the reported issue. This means that the processing time can sometimes be longer than five months.

Before filing a complaint you must have exhausted all possibilities of resolving the issue through dialogue with the higher education institution. If you have not done so, UKÄ will dismiss your complaint without further action. In that case, you will receive written notification of the decision.

You must include:

  • Your name, address and telephone number. Please also indicate if your identity is protected under a decision by the Swedish Tax Agency.
  • The name of the higher education institution.
  • A brief description of the events you wish to report. Also describe when the events occurred, in which way the higher education institution has erred and why you feel this way.
  • A description of how you have tried to resolve the problem together with the higher education institution. Describe your efforts and who you have been in contact with.
  • Please provide the higher education institution’s registration number if the incident was previously reported to the institution.
  • Attach the correspondence you have had with the higher education institution, including the responses you have received. You may also attach other documents in support of your complaint.
  • Should you have any other documents relevant to the case, please attach copies.

Your complaint will become a public document

When your report reaches UKÄ, it will become a public document that anyone can request access to.
