Appeals and complaints within quality assurance
UKÄ has routines for Higher Education Institutions wishing to complain about the procedure, or appeal decisions within the quality assurance activities.
Appeals regarding decisions in quality assurance
All higher education institutions have the opportunity to request a review of UKÄ’s decisions of quality assurance in Higher Education by submitting a request to registrator@uka.se. This applies to all reviews within the national quality assurance system. There is no completely new review process when a decision is reconsidered. A special national expert group examines whether there were deficiencies in the previous review or evaluation process. The aim of the Swedish Higher Education Authority is to process a request for review within three months.
Complaints regarding UKÄ's quality assurance
UKÄ strives for openness and dialogue in its quality assurance activities. In UKÄ’s reviews and evaluations, processes are in place to ensure the quality of decisions. Higher education institutions may, for example, nominate assessors and comment on the composition of UKÄ’s assessment panels. Preliminary judgements are also shared with the institution, which is given the opportunity to submit comments before UKÄ makes its decision.
If, in spite of this, there should be dissatisfaction with the review process, institutions have the opportunity to register a complaint. Complaints may concern the process of UKÄ's reviews or those who carried out the review.
Complaints are submitted by the vice-chancellor via e-mail to registrator@uka.se. Complaints received are promptly processed.
Other complaints
In order to detect and prevent possible misconduct in the agency's operations, UKÄ has a whistleblower service, where individuals have the opportunity to report suspicions of serious misconduct.
UKÄ have an external whistleblower service available in English and Swedish.
Report to our whistleblower service
Complaints can also be submitted to the Parliamentary Ombudsmen (JO) by anyone who believes they have been wrongly treated by a public authority or by somebody employed at a public authority.
